Abstract

The construction of new countries is the principal strategic decision of the Party center, while our nation and society are in the crucial period of development. The construction of new countries is not only the great development in economy and culture of our country, but also the great development in democracy and nomocracy . Attaching importance to legal-system will promote the construction of new countries, as well as meeting the radical demands of constructing harmonious ones.
