The huge wave of government reform across the western countries in the 1980’s resulted in the theories and practices of New Public Management. As our country is transforming form a planned economy to a market economy, the problems within our government cannot be ignored. How to selectively use and absorb the experiences of New Public Management from other countries is vital to the stability of our economy and government reform development.
