Abstract
The paper analyses the efforts made by the government in the later period of Qing Dynasty.In order to set up an administrative management to consolidate the Qing government's hold on the southwest border area,especially Tibet,the central government designed many steps,such as to set up expedite way and dak.This paper looks in detail at how the central government of Qing to build road,inn,and post,to reform“Wula”and post-house between Sichuan and Tibet.All these steps are not only propitious to local people,which is a symbol of modernization in Tibetan area,but also propitious to consolidate the Southwest border area .
