Abstract
The paper tries to analyse the store cultivation policies during later Qing Dynasty under the central government.The article starts with government policies which influence regional economy.It also bases on historical document as well as a lot of archives. According to the analysis ,the authors think that this store cultivation stimulate agriculture margin area of Sichuan province, but due to the limitation of environment ,the government took a rather reasonable policy that not beyond local nature environment's endure capacity to Tibetan inhabited areas.
