Study on Technology Innovation Efficiency of He'nan Province and the Influencing Factors: Empirical Analysis based on DEA And Tobit Model

The author uses DEA model to make an empirical study on the technology innovation efficiency in He'nan area from the year 2005 to 2008 and draws the following conclusion: Since 2005 there has been a constant increase in He'nan's technology innovation efficiency, but there also exists distinguished difference between different areas and cities in this aspect. Further analysis shows that the industry structure, government's support strength and human resources condition are important factors influencing technology innovation efficiency. Therefore, to enhance technology innovation efficiency and narrow the gap between different areas, we must further adjust the industry structure, strengthen government's support and talent construction.
