Abstract
Independent innovation is the basis and core power in developing high-tech industries.To developing countries,improving the innovation efficiency is especially important because their human capital,technology and funds are scarce.The paper evaluated the independent innovation efficiency of 17 high-tech industries by using the BCC model of DEA method,obtained the independent innovation technical and scale efficiency of every industry and made the suggestions about how inefficient DMUs improve the efficiency through projection analysis.
