Abstract

Institutional change can be induced or imposed in the reform.The enterprise's institutional change is a continuous and gradual process. The decentralization of the enterprise's authority went through three stages: power transfer from the central government to local governments and enterprises, from local governments to enterprises, and decentralization of authority in enterprises themselves. The market induced change will be the main form of institutional change.
