Abstract
The market-orient economic reform in china changed the higher education system environment.Because of the expanded decision-making power and the transformation of methods of resource allocation,colleges and universities become the main body of institution change.Under the pressure of finance contracting,the stable of political situation,international competition and the people's support rate, the government is forced to provide institutional change supply.The un-balanced of demand and the supply of institution is the inner dynamics of higher education institutional change.The co-effect of inside and outside driving mechanism stipulate the trend of higher education institutional change.
