Abstract

The problems facing the transition from a teaching-oriented university to a teaching-and-research-oriented university exist in four areas: building up highly qualified teaching staff,improving teaching effects,innovating research,and serving the society. Supported by the idea of role definition of teaching staff in a teaching-and-research-oriented university,and classified administration,a continuum of teaching staff construction is given: recruiting-training-employing-assessing.
