Connotation and key processes of water resources allocation

On the basis of the connotation of water resources allocation, the key processes in the water resources allocation were investigated, including water amount allocation, water-drawing permit and water right transfer, etc. Some problems were proposed according to the practices of water resources allocation in China: scientific determination of available water resources in a river basin,.establishment of main control indices, strengthening of integrated management of water resources in a river basin, enlargement of public participation in water resources allocation, full play of market to water resources allocation, and improvement of monitoring and statistics of water resources.
