Water Resources Management and Allocation in Shiyang River Basin

The rational allocation is one of the effective control measures for sustainable utilization of water resources.Currently,the types of water allocation based on different water rights can be divided into public(administrative) allocation,water user-based allocation and water markets allocation.The three types of water allocation and evaluation standards were introduced,showing that each type of water allocation in a particular water right had its advantages and disadvantages and the choosing of water allocation types depended on the present institutions and goals of water resources allocation.Taking Shiyang River as an example,the water resources allocation evaluation standards were used to evaluate the current situation of the river basin,main problems existing in the development and utilization of water resources were analyzed and advices about enhancing water resources management in Shiyang River basin were put forward.
