Human resource development has a tight relation with economic development, plays a guiding role in the regional economic development, is the main source and motive force for regional economic development and has the highest contribution rate in regional economic development. Only when the human resource development coordinate with regional economic development, could it be given full play to. At present, the human resource development in China is still faced with lots of obstacles and problems, so a human resource market system should be set up and amplify, the job opportunity should be widened, the education and training should be strengthened, population growth should be controlled and the development of the tertiary industry should quickened so that a good environment could be created for human resource development.
