Abstract
Metropolitan area is the main unit and strategic platform of the future international competition,and regional governance is one important factor that affects the overall competitiveness of the metropolitan area. Through a comparative study during China and U.S,we found that:( 1) the main of U. S metropolitan governance model is network governance include local governments,professional bodies and so on; while in China,whether the adjustment of administrative divisions,or informal regional coordination mechanisms,or higher levels of government planning guidance, all reflect the characteristics of government-led holistic governance.( 2) The institutional differences of China top-down system and U. S bottom-up system determines the origins of metropolitan governance problems and the problems itself are different during the two countries,thus leading to the governance models are quite different,But we found that the metropolitan governance models of the two countries have the trend that gradually move closer from the two poles.( 3) Appropriate jurisdiction merger is a feasible way to solve the fragmentation of metropolitan governments.
