The important driving factor of Low carbon economic development is system innovation.Low carbon economy is a kind of system arrangement.The development of low carbon economy cannot leave the system specifications and guidance.System innovation effect low carbon economic development speed and quality.The system obstacles of low carbon economic development mainly comes from path dependence.The development pattern restriction,interests factors and imperfect market factor is the main form.System innovation is the main means to break path dependence.Constructing the economic policy system,technology innovation mechanism and the industrial development mechanism,which is beneficial to the economic development of low carbon.
