An analysis to achieved approaches and institutional environment of technical progress

The article starts on achieved approaches of technical progress and demonstrates the point that incentive mechanism and a series of intitutional enviroment,which are benefit to technical progress,have to be established if an economic society wants to form a good cycle from technical inputs to technical progress and to economic growth.
