Study on the telecommunication universal service strategy based on the construction of harmonious society

To advance telecommunication universal service mechanism,and to enhance the remote areas and the high cost area telecommunication services level,are very vital and urgent tasks to the current construction of harmonious society in China.Because of the flaws of our country telecommunication industry system,the telecommunication universal service has certain problems: first is the expiration of divides up and assigns the work,second is the telecom operators position problem,and third is that country users only use,but do not expend.To solve these three major problems,this article proposes firstly the government should be the promoter,and complete the legislation,establish specialized universal service management structure,also speed up the establishment of universal service fund.While the telecom operators should take the position accurately,send the science and technology to rural areas,provide subsidies for farmers and realize the operation under the low ARPU value.
