Foreign universal telecommunication service theory and the policy of universal service in China

Abstract

Universal telecommmunication service is a public policy to spread telecommunication to every member of society,and to make the payment available directly or indirectly.This paper introduces the theory abroad including the stages,the roles and the wealth distribution effect of the universal service so as to give some suggestions on our universal service program,which is under study.
