Abstract

Universal telecommunication service is a public policy to spread telecommunication to every member of society. The universal telecommunication service is confronted with many obstacles at present. Based on the economic analysis of universal telecommunication service, the technical effectiveness of the common service funds is explored. Some policy proposals upon telecommunication service development are put forward for problems in universal telecommunication service.
