Improvement for Criminal Detention Measures

Currently, there exists some major problems when the public security organs adopt criminal detention measures: to take restrain as a supplemental measure for detention, it means to restrain first before detention in order to get a prolonged time for detention and inspection; unable to get evidences for approving an arrest before the deadline of detention time, and have to explain it as one of Three-Typecases so as to prolong the limitation period to 30 days; to have an arbitrary explanation togreat suspect. Its legal factors lie in: there are disadvantages existing in legal regulations for detention, and it is lack of supervision mechanism for the right of detention. Therefore, it is necessary to ratify and improve them.
