Abstract
In the highly civilized modern state, politics can be translated as constitutionalism, which means that constitution is the value criterion and operative form of political actions. The modern constitution provides the logic departing point for the political civilization. As to the values, constitutionalism has two dimensions, namely, the ‘objective values’ containing democracy, liberty, justice, order and human dignity, and the ‘instrumental values’ containing authority, liability, norm, procedure, stability and adaptability. Its reason on value is mainly embodied in the integration of the two dimensions.
