Main Problems and Some Thoughts on Evaluating Master Plan Implementation

Based on several typical cases,this article discusses the present evaluation methods of master plan implementation in terms of six aspects and summarizes main problems.It is suggested that existing practice fails to fulfill the evaluation requirements for policy implementation.In light of a classic case in public policy area,this article makes points out the trend of master plan evaluation and suggests that plan-related policies should take evaluation process into consideration,practice,In addition,surveys and implementation process analysis should be regarded as main approaches to plan evaluation.
