Abstract

The paper analyzed many problems in the formulation and implementation of university development strategy plan.It is supposed that the process lacks scientificness and is hard to be accepted.The supporting plan lacks operability and it is very difficult to put into practice.The plan seeks large and comprehensive blindly and is far away from the school's real situation.The implementation process lacks the supervision system,the evaluate-feedback system and the accountability system.
