New Situations and Strategies analysis of the Opening-up of the Social Undertakings in Henan Province

As the opening up of the social understandings was established asthe basic policyof Henan province,Henan provincial government changed its strategies and implemented the opening up of social undertakings by emphasizing the guarantee and improvement of people's livelihood.Which has achieved a series of success.With the scientific and economic globalization,social undertakings in Henan province unavoidably faces the new situations.Basing on new public management theory and public choice theory,this paper systematically analyzes and summarizes situations of the opening up of social undertakings at home and abroad and that of the Henan provincial.Learning from previous researches and the governmental documents,which ultimately puts forward some strategies analysis of speeding up the development of the social undertakings in Henan province.
