Rule of Law Is the Foundation for Promoting the Modernization of National Governance

President Xi Jinping emphasizes the rule of law in promoting the modernization of national governance system and ability in the second meeting of the central leading team for comprehensively deepening reform,and clearly requires the deepening reform on the orbit of law. In this paper,the orbit of law specifically refers to the system of law. By explaininggovernance,this paper portrays the implication of the national governance system and finally draws a conclusion that the foundaion and guarantee system of national governance system is the system of socialist rule of law with Chinese characteristics,and base on this opportunity to propose a framwork of the rule of law system.
