Abstract

Immigrant policy of Qing Dynasty had been massive changed in Medium term of 19th.after uniting Xinjiang in Qing dynasty,a large mount of migration Migrate the North mountain foot of Tianshan Mountains .But in South Xinjiang government Qing Dynasty had forbidden inland immigration to keep apart between the Han and the Uighur .After Qing putting down several rebellions in 1820s,Qing regime's frontier policy had been changing because of that,it will be the general plan consolidating frontier in immigrant South Xinjiang step by step. But this political economy formed that period of time expects and actual status of South Xinjiang nationality force Qing regime to change original intention. Because Qingdynasty national power declined,and social contradictions became acute,Qing Dynasty had not ability of large-scale immigrant and Uighur population increase,a large amount of great majority cultivating land already had given to Uighur. This has importance to Uighur.
