Exploration on the Current Situation and Countermeasures of Teacher Resource Configuration between Urban and Rural in Compulsory Education

It is an important strategic and long-term task of education reform in China to promote the balanced development of compulsory education.And the balanced configuration of teacher resources between urban and rural in compulsory education is the foundation and key of he balanced development of compulsory education.At present,there are larger gaps in student-teacher ratio,gender structure,record of formal schooling and professional title structure,and subject structure in the teacher resource between urban and rural in our country.Therefore,effective ways should be taken to improve the rural teachers resources structure and promote balanced development of urban and rural education:increasing the transfer payment strength and improving the rural teachers treatment level,establishing the reasonable teachers regular flow system,adjusting measures to local conditions to ensure reasonable personnel allocation and building the complementary mechanism of high quality teachers.
