On the Development of Incentive System of Active Professional Officers

At present,there are still some severe problems with a competitive and incentive mechanism construction for active professional officers of public security troops. The assessment mechanism is to be improved,the bonus-penalty mechanism is not sound,and the pertinence of the system construction is not strong. So,an innovation on a management notion is a must,and the construction mechanism for the professional officers is to be established and improved. An emphasis should be put on improving the mechanism about professionals' selection and the employment. To build a long-effect incentive mechanism for the professionals of the public security active forces,we have to set up an evaluation mechanism for the professionals.
