Abstract
Flood disaster is one of the major natural disasters in the world today, which brought about huge economic losses and casualties to the society. To assess flood disaster loss scientifically is the theoretical basis and premise of flood control and disaster mitigation measures. In this study, the assessment of flood disaster loss comes from economic losses and non-economic losses, following the principles of scientific, holistic, comprehensive, operal and comparable. The paper takes the method of subjective and objective analysis and explains structure model analysis, creates the evaluation index system of flood disaster loss, provides atheoretical basis for flood disaster loss assessment, and provides reference for the specific response measures for floods and disaster compensation.
