Research on Technology Innovation Efficiency and Innovation Capacity of Pharmaceutical Industry in Hebei Province

The paper firstly defined the difference of the conception of innovation efficiency and capacity,then reviewed exiting literatures systematically.After that it studied the relative efficiency of the pharmaceutical manufacturing industry in Hebei province by using DEA method,and found that the relative efficiency was lower and input structure was unreasonable because of the redundancy of personnel.Then the paper compared the comprehensive innovation ability of the pharmaceutical manufacturing industry in Hebei province with other provinces(cities) in China by using the factor analysis method,and the result showed that relative to the lower innovation efficiency,the overall innovation ability was higher.Finally,the paper analyzed the phenomenon and reached a conclusion that it was necessary for the development of pharmaceutical manufacturing industry in Hebei province to keep the balance of input structure,promote technology innovation efficiency and make efficiency equal to the scale.
