Abstract
The setting for property rights of environmental resources currently has had many disadvantages in China,which directly prevents ecological compensation system from comprehensively and effectively carrying forward. Therefore,the author holds an opinion that it is necessary for us to learn from foreign advanced system of property rights and reasonable private property rights could be built based on the premise that public property rights of public resources are ensured. What is more,the reform and perfection on our lead ship systemproperty rights of natural resources should be promoted from some aspects,such as system and procedure,in order to pave the way for arrangement and implementation of ecological compensation mechanism.
