Abstract
In China,although the division of the resources property rights has been realized,the function of property rights and the advantage of resources are not perfect,because the resources property rights can not be exchanged in the market.This paper reinterprets the relationship between property rights and deals in the market,and then points out that the latter is the basic connotation of the former,for deals is an important prerequisite for function of resources property rights.Finally,in consideration of the problem of the reform of resources property rights,such as ranch,the paper indicates that deals in the market is the ultimate way for the reform of resources property rights.
