On the Rationality of Immigration College Entrance Examination Policy:a Content Analysis Based On Plans of 30 Provinces

Abstract

The paper probes into the rationality of current immigration college entrance examination policies by content analysis.Research indicates that some plans deviate from the intent of the central government policies,showing discrimination when admission;Consider irrelevant factors,involving uncontrollable indicators;Low public participation in formulating process,lacking of legal ways and procedures.Therefore,in order to solve the problem of floating students’college entrance examination effectively,countermeasures are as follow:effective monitoring to allocate education resources rationally;enhance communication and coordination of stakeholders;develop general high schools in rural areas,promoting the balanced development of education;and play the function of policy coordination,such as the reform of college entrance examination system.
