Based on the important significance on the development of small towns,the paper taking the planning for the featured town of Beiliuzhou village of Jincheng as the example,considers the planning and design for the small towns from the strategic aspect,points out the planning should combine with the facts of the small towns,and makes out the town design aims,the ecological landscape pattern and the general frame of the town landscapes of towns with the premise of the subject analysis.
