Construction of Index System to Assess Technical Innovation Efficiency in High-tech Industry

Abstract

High-tech industry is a knowledge-intensive and technology-intensive industry,which represents a country's comprehensive national strength and overall competitiveness.The high-tech innovation process can be decomposed into technology development stage and technology transformation stage according to various forms of inputs and outputs.In the first stage the outputs are mainly of knowledge and technology including patent and non-patent technology.In the second stage the outputs are mainly of economic benefits including technique innovation and product innovation.This paper describes in detail the input elements and output forms in each innovation stage and establishes the index system of technical innovation efficiency.The new index system can be used to measure the technology development efficiency and technology transformation efficiency respectively,thus providing a new idea which assesses the technical innovation efficiency in high-tech industry.
