Abstract

The status of the low whole quality of rural human resources including culture,science and technology,management and thoughts was analyzed.Several countermeasures for realizing rural sustainable development and human resource optimization allocatio wereput forward,such as: maintaining the stability of the family planning policy in order to control and reduce the rural human resources quantity,implementing the rural education policy which the quality education is its core in order to improve the quality of rural human resources,perfecting the rural and agricultural investment policy in order to provide the capital and the institution guarantee for the rural human resources optimizationallocation.
