Predicament and Outlet of Basic Public Services Equalization of City and Rural Synchronous Development in China

Chinese city and discrete system caused the inequality of basic public service system of urban and rural, seriously hindered the pace of urban and integration. The equalization of basic public services for the integrated development of urban and to promote internal demand in two urban and economic structure, urbanization and industrialization, promote social equity and justice, to solve three rural problems. The integration of urban and equalization of basic public service in the dilemma is public service system is not perfect, the public finance investment, lack of public services in areas is weak, the government public service mechanism is not perfect. The construction of the equalization of basic public services to promote the urban and development planning should develop the basic public service system of the local urban and integration, establish and improve the mechanism to ensure equal access to basic public services in urban and areas, deepening the reform of public finance system, innovation of basic public service supply mode, system performance evaluation to improve the basic public services.
