On the Duality of Rural Land's Property Rights between State and Farmers

Abstract

The system of rural land is always the key of countryside reform,while its property rights are the core,which is always the problem for the academic circle and policy-maker to concern.At present,the existence of various problems in rural land's property rights urges the inevitable reform,as a result of which many opinions and plans are proposed by numerous theorists and practical workers.Analyzing and comparing three popular ideas on the property rights of rural land,this paper argues that the optimal choice should be the dual property rights of rural land between the state and farmers,which proposes the state's absolute ownership and the farmers' forever usage.Moreover,it also has a brief discussion about its supporting evidence,realization means,advantage,and problems.
