Countermeasures and Suggestions to Analysis of the Asset Feasibility of the Coal Enterprise's Tailings Resources

China's coal enterprises tailings resource utilization has always adhered to market-oriented to science and technology,in order to local conditions and principles of multi-channel use.It is trying to achieve from the based to taking advantage mainly and from the discarded resources into economic advantages.However,there are still more questions in the tailings process of comprehensive resources utilization including large quantities of stockpiling tailings resources,low comprehensive utilization rate and serious environmental pollution;lack of tailings,waste rock comprehensive utilization technology and advanced project to promote slow;China's current utilization of mineral resources over the principle regulations and incentive policies,lacking of comprehensive utilization of the Basic Law,and poor implementation of policies.Reference tailings resources at home and abroad means in the assets of several proposed includes: ①scientific planning,rational development and utilization;②be priority to comprehensive development and utilization of coal gangue,coal,coal washing in order to process environmental protection industry,of which the most important gangue comprehensive utilization;③ promoting clean coal technology,coal resources to having an integrated development and utilization;④strengthening scientific management to enhance competitiveness;⑤improving comprehensive utilization of resources in the legislative system.It's not only favorable to turning the tailings resources into useful resources,but also relieves the stressful situation of the domestic shortage of resources,finally realizes the implementation of optimum allocation of resources.
