Independent Innovation must Be Developed from Basic Research

Abstract
To choose the road of independent innovation and build innovative country is the strategic decision in new time.There are three kinds of independent innovations.A development link to achieve independent innovation is from scientific innovation to technologic innovation to enterprise innovation.The above-mentioned three kinds of independent innovation have the common development mode.The scientific innovation is the headstream among the three kinds of independent innovation.Scientific innovation is the basic research during the RD activities.Independent innovation must be developed from basic research.Basic research means to create new knowledge and add new thing to the sum of knowledge for human being.In the era of knowledge and economy,the ability of scientific innovation has become determinant advantage of competition.To adjust the national policy for basic research,the majority of funds from government ST appropriation should be allocated to basic research.To improve the percentage of investment for basic research in RD,free discovery is the nature of basic research and instructive basic research should be based on the free discovery. The spirit of creative initiative of scientists must be respected.The two kinds of national basic research should be planned and managed as a whole.
