The initiative innovation and the design having initiative knowledge property right are the target seeking in all domain,and also the important way to realize China Creation.The innovation and the design are two different conceptions,but they are inseparable connection.Any innovation begins from design,and in order to achieve innovation and realize innovation by the design.Simultaneously,the innovation is the soul of the design.Without the innovation,the design is not a real design.In this paper,we expound the basic characteristics of innovation and consider the basic characteristics of creation,invention,development and innovation are no difference.They are different expression in different situation,so it is not necessary to distinguish them.Realizing the innovation should be through every stage of the design,then the innovation becomes a real artificial item.The design and the innovation all are generalized,the artificial items come from the innovation and the design.To realize the design with initiative knowledge property right,not only has the professional knowledge but also the innovative thinking ability,the principles of scientific philosophy and systematic science,and the knowledge of humantities and aesthetics.In a word,innovation and design are the product mixed by culture,science and engineering.It is worth researching in deep.
