Abstract
There are many disadvantages in our current system of rural land use right,and the barrier is the system of exploiting the divided land of urban and rural.The nature of this system is to forbid the property of rural land,which means that it has no characteristics of property rights.The breakthrough of studying this system is to establish the law elements of the turnover of land for construction in rural,to put the rural collective land ownership into effect.Then based on this,we establish the system of transferring the paid-for and time limited land use right for construction in rural and improve the relevant specific systems.
