Abstract
Rural collective land ownership is a kind of private right.However,the current rural collective land ownership in our country is not fully autonomous.In the future legislation,rural collective land ownership should be enowed with complete powers and an effective exercising procedure,which is the basis for the design of an efficient circulation system of rural land rights.The reform of circulation system of rural land rights should advance step by step due to the restriction of the current rural social situation and farmers' legal consciousness.
