Abstract
The theory of global value chain can provides a value analytical tool and way that the developing countries how to realize industrial upgrading after access to economic globalization.This paper explores local industrial cluster embedding in the global value chain and IT industrial upgrading under global value chain.It discusses the internal and external performance of the industry under different updating modes.Then,It put forward some constructive policies and measures on how to develop IT industry upgrading based on the problems faced by our country's local IT industrial cluster embedding in the global value chain.
