Consideration on Making Overall Plans of Environmental Construction of City and Countryside

At present, the city environment of our country is improving; but the countryside environment is worsening. The reasons mainly include the policy of environment is biased, the environmental rights and interests are unfair, the environmental protection investment is uneven, environmental protection consciousness of city and countryside have disparity, and so on. The most main reason is the dual environment of city and countryside which the dual economic structure of our country(?) produces. And as a whole, the environment of city and countryside is inalienable and affects each other.The dual environment of city and countryside is not advantageous for the economic development of city and countryside. So make overall plans of environmental construction of city and countryside, promote the uniformity of environmental protection of city and countryside. Take the same policy to the environmental protection of city and countryside; adjust the disposition of environment resources of city and countryside, establish the ecology compensation system; shift the payment of environmental protection, enlarge the environmental protection investment and education of countryside; improve the farmers consciousness of environmental protection.
