Abstract

Xiangtan and Zhuzhou have long been under the jurisdiction of Changsha since Qin Dynasty.In 1951,Changsha,Zhuzhou and Xiangtan became three administrative areas.Rapid development in recent years witnesses the rising of the Combined Metropolitan Area of Changsha-Zhuzhou-Xiangtan.The traditional administrative zone economy in transition now restricts the further development and economic integration of CZT.The possible change in administrative division is proposed and discussed by the author to change such situation.Adjustment of administrative division of CZT region can be either minor adjustment,which remains the current status unchanged generally,or major one,which may bring significant change to three municipalities.Here the author prefers the major one.Following this method,three options are available.The first is to combine three municipalities into one city,the second is to adopt the system that puts under the direct authority of and combine the urban areas of three municipalities into one,the third is to adopt the county under province system while establishing a joint government above the three municipal level.The author recommend the second option.
