Study of the Chief Approaches to Advancing the Balanced Development of the Compulsory Education in Urban and Rural Areas

Balanced development is the approach and method to realize fairness of education.Fairness in the compulsory education is the most fundamental fairness in education.The essential approach to realizing the fairness of the compulsory education in urban and rural areas is proportioned,or balanced,development.Starting from the understanding of the connotation and elementary contents of the proportioned development of the compulsory education in urban and rural areas,this paper analyzes the current situation and the mainly problems of the proportioned development of compulsory education in urban and rural areas from the 16th Party Congress,explores the mainly reasons for disproportion and,finally,proposes the chief approach to advancing the proportioned development of the compulsory education in urban and rural areas.
