Human Resources and Sustainable Development

Human resources are the most important and most precious among all resources. The level and quality of human resources decides the quality of social development. As a result, making the development of human resources the first priority is not only important for economic demand but also as a sustainable development strategy. However, the development of human resources faces many obstacles, such as the rapid increase in population, the backwardness of education, the immobility of workers, etc. To deal with these problems, the following steps must be considered: tight control over population growth, acceleration of educational development, improvement of worker mobility, and organization of human resources, and greater attention to the function of an encouragement system. These steps should also serve to minimize emigration and the waste of human resource.
