To punish crimes is not the purpose of criminal law but the purpose of penalty.In the counties who have carried out the rule of law,the purpose of criminal law should be to regulate the authority of penalty.The unity of punishing crimes and the guarantee human rights can be realized only by combining the purpose of penalty with the purpose of criminal.
