Realizing the Plan of Government by Law and Speeding up the Construction of Socialist Country Under the Rule of Law

Abstract
In the 17th Central Committee of CPC,the basic thoughts of the China's government bylaw are that the nation's government by law is the basic request of the socialist democracy;that the perfection of the socialist legal system is the important premise to the government by law;that pushing forward the administration by law is the key the government by law;that promoting judiciary system and mechanism is the important link;and that enhancing the leagal sense of all citizens is the foundation.Speeding up the construction of socialist involves handling properly the relationships between the government by law and the Party leadership,between legal construction and the development stage,and between the rule by law and rule by morality.
