On the Philosophy and Task of the Construction of Rule-of-law Government

The construction of rule-of-law government is the important matter for carrying out the basic policy of rule by law,developing the socialist political civilization.The basic characteristics of rule-of-law government include limited power,transparency,service orientation,integrity,consistency of power and responsibility and so on,while the philosophies about construction of rule-of-law government mainly include sovereignty belonging to the people,legal functions,power-using supervision,and due process.Combined with the present conditions and the goals and requirements of promoting rule by law,the main tasks about rule-of-law government mainly include the following aspects:improveing the quality of the state administrative legislation,promoting the transformation of government function,implementing democratic policy,legally and scientificly,enforcing the law strictly and justly,resolving social disputes,strengthening the supervision of power,making government affairs transparent,implementing accountability system,creating a good social rule-of-law environment,strengthening the organization and leadership of the construction of rule-of-law government.
